RELATING TO STATE ENTERPRISE ZONES.

Changes requirements for an agricultural business to qualify for the state enterprise zone program: (1) substitutes 2% cumulative average annual gross revenue increase for a 10% average annual increase in employment; (2) allows additional time for participation according to the number of months of the duration of a force majeure event; (3) invokes force majeure to prevent disqualification.

RELATING TO MEDICAL ASSISTANCE FOR PREGNANT LEGAL IMMIGRANTS.

Provides state-funded medical assistance for pregnant legal immigrants who entered the United States on or after August 22, 1996, who are age 19 or older, and whose countable family income does not exceed 185% of the federal poverty level for Hawaii.
