Establishes the emergency environmental workforce to assist the counties in their fight against invasive species. Appropriates funds.

RELATING TO IMPACT FEES.

Authorizes the counties to assess impact fees. Establishes the Highway Development Special Fund, to help pay for state highway improvements that serve new or more intensive development. Clarifies that schools and transportation infrastructure are included within public facilities towards which impact fees must be applied.

RELATING TO COASTAL ZONE MANAGEMENT.

Clarifies the definition of "shoreline"; prohibits shoreline planting to establish the shoreline and for certification purposes; and authorizes the state land surveyor to rescind a shoreline certification based on a misrepresentation in the application.

RELATING TO FLOODS.

Requires DLNR to research the development of a sustainable flood project sponsorship prior to Helemano-Paukauila-Kaukonahua watershed management project. Appropriates funds for a university graduate assistantship to develop and transfer watershed stewardship information and technologies.

MAKING AN APPROPRIATION TO DETERMINE AND IMPLEMENT THE BEST MITIGATION MEASURE TO CONTROL FLOODING OF LAKE WILSON.

Appropriates moneys for the study of the best mitigation measures to control peak flows from storms into Lake Wilson; Appropriates moneys for planning, design, and construction of the best mitigation measure.

RELATING TO NORTH KOHALA.

Preserves a cluster of historical sites in North Kohala on the island of Hawaii by requiring the department of land and natural resources to renew its efforts to acquire by exchange the land adjacent to the Kohala historical sites state monument. Allows the Mo'okini Luakini Corporation to protect and care for the Mo'okini Heiau.
