Establishes the Highway Development Special Fund, to help pay for state highway improvements that serve new or more intensive development. Clarifies that schools and transportation infrastructure are included within public facilities towards which impact fees must be applied. |

RELATING TO COASTAL ZONE MANAGEMENT. Clarifies the definition of "shoreline"; prohibits shoreline planting to establish the shoreline and for certification purposes; and authorizes the state land surveyor to rescind a shoreline certification based on a misrepresentation in the application. |
