Allows the establishment of a noncontiguous host culture charter school district under the board of education to be monitored by a host culture district council as a 5-year pilot demonstration project. Authorizes the department of education to assess and collect impact fees by intergovernmental agreement with a county, as fair share contributions of developers for the construction of state public school facilities.
