RELATING TO STATE GOVERNMENT. Authorizes the transfer of excess revenues in special funds, revolving funds, and special accounts to the credit of the general fund. Reduces the balance ceiling for the environmental health education special fund. Repeals governor's ability to transfer excess balances of special funds.

RELATING TO STATE FUNDS. PROPOSED HD1: Repeals the compliance resolution fund and redirects fees to the general fund. Requires DCCA to return or discount fees if the fees collected in the prior year is 110 per cent of the fees collected in the prior year and if the fees drop below 90 per cent, increase fees to eliminate the shortfalls. Ensures that all personnel and operating costs of DCCA are paid for by revenues generated by DCCA. Requires the monthly reporting of revenues generated by DCCA. |
