RELATING TO PROCUREMENT.

Mandates the establishment of a Hawaii procurement institute to develop a acquisition workforce, improve the procurement laws, and provide contractor education and training; allows greater flexibility in designating members of the review and selection committees for professional services applicants and contracts; allows the selection committee to rank applicants and thus select the person offered the contract; allows only professional contracts exceeding $25,000 to be posted electronically for a year; requires DAGS to study preferences and set-asides for small business and other groups and draft proposed legislation for the 2004 regular session; provides for procurement of design professional services through procedures that meet national standards.

Repeals the compliance resolution fund and redirects fees to the general fund.

Transfers various amounts from various non-general funds to the general fund. Provides for the automatic transfer of certain funds at the end of the fiscal year.
