RELATING TO HERBICIDE USE.

Requires the department of transportation to post notification of dates, times, and locations of herbicide use on public trails and highways.

Requires all state and county agencies applying pesticides to public places to post public notice at least 48 hours prior to, and after, application of pesticide.

Requires applicators of pesticides to evaluate environmental conditions prior to and during the application of pesticides; requires that the application of pesticides does not contaminate or damage nontarget crops, animals, property, or persons; requires the posting of warning signs when pesticides have been applied on public property.

Requires all state agencies to discontinue the use of herbicides and to maintain public parks with nonchemical means.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HONOLULU SEAWATER AIR CONDITIONING LLC PROJECTS ON THE ISLAND OF OAHU.

Authorizes the issuance of SPRB for Honolulu Seawater Air Conditioning LLC for the design and construction of a seawater system for a district cooling system in downtown Honolulu.

MAKING AN APPROPRIATION FOR THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Appropriates, using GO bonds, $800,000 for planning, design, and construction for a main seawater pump.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST INDUSTRIAL ENTERPRISES.

Extends the authorization to issue special purpose revenue bonds on behalf of Worldwide Energy Group, Incorporated from 6/30/04 to 6/30/08.

RELATING TO THE ETHANOL INCOME TAX CREDIT.

Encourages the construction and operation of large-capacity ethanol production facilities by changing the existing ethanol investment tax credit to a facility tax credit.

Expands the definition of "investment" to include certain enumerated costs.
