RELATING TO QUALITY CONTROL IN STATE PROJECTS.

Requires all state capital improvement projects with a total contract value above $2,500,000 to utilize dedicated value engineering technology and charrette services to improve project value and to encourage recycling.

RELATING TO ENVIRONMENTALLY SUSTAINABLE PRACTICES.

Establishes an advisory council on electronic products stewardship to review, analyze, and develop programs for the purchase, use, and disposal of electronic products in a manner that reduces negative impacts on the environment by all state departments and agencies.

RELATING TO RENEWABLE ENERGY RESOURCES.

Establishes requirements for electric utility companies to increase the percentage of renewable energy resources within an overall resource portfolio. Provides incentives and penalties to encourage compliance with the standard.

RELATING TO RENEWABLE ENERGY.

Requires electric utility companies to establish additional renewable portfolio standard goals; requests the public utility commission to study the feasibility of implementing a rate structure to encourage the use of renewable energy and an incentives program to reward electric utility companies meeting renewable portfolio standard goals.

SB 3162

RELATING TO RENEWABLE ENERGY TECHNOLOGIES INCOME TAX CREDIT.

Amends HRS 235-12.5 to provide that when tax credits for the installation of renewable energy technology systems exceed a taxpayer's income tax liability, the excess may be carried over and used as credit toward the taxpayer's liability in subsequent years, until the credit is exhausted.

RELATING TO ENERGY EFFICIENCY.

Requires energy efficient water heating in new construction of dwelling units. Defines "dwelling unit". Directs PUC to change its utility rebate rules and requirements to exclude new residential construction.

RELATING TO TAXATION.

Provides a 20 per cent tax credit for the total cost of a hydrogen system placed into service after December 31, 2004 and before January 1, 2014 that have an unspecified nameplate capacity.

RELATING TO SOLID WASTE MANAGEMENT.

Appropriates funds to: expand the Naiwa landfill on Molokai, add 3 additional disposal cells; establish recycling and refuse convenience centers in west and east Molokai; continue promotion of community-based solid waste management and recycling; and create pilot projects for experimental technology, progressive waste-management practices, and recycling.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HPOWER PLANT BOILER ADDITION.

Authorizes the issuance of SPRBs for the planning, design, construction, and installation of a third boiler at the HPOWER waste-to-energy plant on the island of Oahu.

MAKING AN APPROPRIATION TO ERADICATE THE COQUI FROG ON MAUI.

Appropriates funds to eradicate the coqui frog on Maui.
