Ensures that allowable waivers or reductions of penalties for small businesses will not apply to any laws protecting the environment or cultural resources. (HB2074 HD1)

Prohibits a person from manufacturing, processing, or distributing in commerce a product, or a flame-retarded part of a product, containing more than 0.1% pentaBDE or octaBDE on and after January 1, 2008.

Increases the capacity of an "eligible customer-generator" from 10 kilowatts to 50 kilowatts for the purposes of net energy metering.
