MAKING AN APPROPRIATION FOR CONVERSION OF CESSPOOLS AT ALL PUBLIC SCHOOLS AND STATE AND COUNTY PARKS TO SEPTIC TANKS BY 2005.

Appropriates funds for the conversion of cesspools in state schools and state and county parks to septic tanks by 2005.

RELATING TO THE ENVIRONMENT.

Establishes the emergency environmental workforce to assist the counties in their fight against invasive species. Appropriates funds.

Requires an advance disposal fee to support the disposal of hazardous and large goods.

RELATING TO RECYCLING.

Requires state and county offices and buildings to create and implement plans for mandatory recycling. Appropriates funds to the counties.

RELATING TO CONSTRUCTION AND DEMOLITION WASTE.

Requires counties to establish a construction and demolition diversion deposit program to encourage recycling of construction and demolition solid waste. Requires haulers to provide detailed records of construction and demolition waste from pick up to drop off.
