Appropriates funds for the University of Hawaii Student Caucus.

Establishes a student scholarship and assistance special fund within the University of Hawaii to administer financial assistance and obtain additional tuition and scholarship support and matching moneys from federal and private sources.

Grants limited oversight to the auditor over expenditures made from the University of Hawaii tuition and fees special fund for the University of Hawaii Foundation. Requires auditor to respect privacy of donors.

RELATING TO UNIVERSITY PROJECTS AND PURPOSES.

Grants the UH Board of Regents increased flexibility and control to finance and manage UH capital improvement projects by allowing them to issue up to $25,000,000 in revenue bonds.
