RELATING TO THE SCHOOL-COMMUNITY BASED MANAGEMENT.

Establishes June 30, 2005 as the date by which all public schools shall initiate school/community-based management. Requires that such a management system have a training and information component that makes clear to the stakeholders and school/community-based management councils their respective powers and roles.

RELATING TO EDUCATIONAL ACCOUNTABILITY.

Establishes academic achievement, safety and well being, and civic responsibility as the agreed upon goals for Hawaii's public education accountability. Defines civic responsibility.

Creates a master corps in the department of education.

RELATING TO EDUCATION.

Allows the department of education and the board of education to hire attorneys other than the attorney general, to provide legal services for the department of education, the board of education, and the Hawaii state public library system.

RELATING TO EDUCATION.

Appropriates funds for 1.00 FTE educational officer position and 1.00 FTE clerk position to increase the professional development and educational research institute's capacity to recruit and train principals and other educational officers for the DOE.
