RELATING TO IMPACT FEES.

Authorizes the department of education to assess and collect impact fees by intergovernmental agreement with a county, as fair share contributions of developers for the construction of state public school facilities.

RELATING TO THE KOMOHANA RESEARCH AND OUTREACH CENTER.

Authorizes the issuance of GO bonds for the college of tropical agriculture and human resources in Hilo, Hawaii to renovate the Komohana research and outreach center; construct laboratories, additional rooms, and offices; and build replacement greenhouses and support space.

Appropriates funding to the University of Hawaii to support college of tropical agriculture and human resources research, instruction, and outreach programs.

Authorizes the issuance of GO bonds for UH to develop a long-range plan for a Waimanalo research and outreach center.

AUTHORIZING ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR A NEW OFFICE BUILDING FOR EXTENSION PROGRAMS ON MOLOKAI.

Authorizes issuance of GO bonds and appropriates funds for the construction of a new office building for the cooperative extension service programs on Molokai.
