RELATING TO EDUCATIONAL ACCOUNTABILITY.

Requires the auditor to conduct an annual assessment of the educational accountability system.

Appropriates funds for the junior reserve officers' training corps program at Waipahu high school.

Makes a $1,000,000 appropriation for tuition assistance for members of the Hawaii national guard enrolled in degree programs at the University of Hawaii.

Requires a full tuition refund for Hawaii national guard or military reservists who are ordered to active duty for more than 60 days during a school semester.

Reestablishes tuition waiver program at University of Hawaii for veterans of the Vietnam conflict.

RELATING TO DEPARTMENT OF TRANSPORTATION'S ENGINEERING SCHOLARSHIP PROGRAM.

Authorizes the establishment of a civil engineering scholarship program, and appropriates $100,000 for program implementation.

Persons wishing to testify should submit 45 copies of their testimony to the committee clerk, Room 213, State Capitol, 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
