RELATING TO NEW CENTURY CONVERSION CHARTER SCHOOLS.

Continues existing civil service rights, privileges, and benefits to applicable personnel in new century conversion charter schools; allows employees hired subsequent to conversion to enjoy civil service status; authorizes employees of new century conversion charter schools to retain civil service status upon transfer back to non-charter DOE schools.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF THE UNIVERSITY OF HAWAII-WEST OAHU CAMPUS FACILITIES.

Authorizes issuance of $85,000,000 in general obligation bonds during fiscal year 2004-2005 for the construction of UH-West Oahu campus facilities; provides preference on construction contracts for this project to companies primarily located and operating within Hawaii.

Provides funding for the staffing and facilities needed to ensure that the intent of multi-track schooling approach does not result in lesser quality education for communities with high population growth.

Limits the waiver of the certification requirements and school-level experience for vice-principal candidates with appropriate administrative experience to a period of no longer than five years.

RELATING TO TEACHER SALARIES.

Appropriates $32 million for teacher annual increment step increases.

RELATING TO SCHOOL WORK-STUDY.

Establishes the school work-study program and special fund to provide students with paid work experience and employers with reliable entry-level workers. Gives first priority for participation in the program to students with a disability who are eligible for post-secondary transition services.

MAKING AN APPROPRIATION FOR DEPARTMENT OF EDUCATION PERSONNEL.

Appropriates funds for personnel clerk positions within the DOE to ensure the timely processing of the reclassification of teachers.

RELATING TO EDUCATION.

Provides that the salary schedules of principals and vice-principals and of all other educational officers shall be based on a twelve-month term of service. Provides retention bonuses for principals and vice-principals.

RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Creates a collective bargaining unit for substitute teachers of the DOE, including part-time employees working less than one-half of a full-time equivalent. Allows the members of bargaining unit (14) to strike.
