RELATING TO THE ECONOMIC VALUE OF ENTERTAINMENT CELEBRITY IDENTITIES.

Creates a right of publicity law to allow recording artists, TV personalities, and other media celebrities to control the use of their identity for commercial uses during their life and after their death.

RELATING TO PLANNING.

Requires 10-year interval updates of state plans from state agencies; requires legislative approval of updates; directs state agencies to prepare new functional plans for implementation no later than June 30, 2005.

MAKING AN APPROPRIATION FOR WATER SAFETY.

Appropriates funds for lifeguard staffing, water safety equipment, and maintenance of facilities at Makena Beach and Ke'e Beach.

RELATING TO TRANSPORTATION.

Directs the Department of Transportation, in cooperation with the Stadium Authority and the City and County of Honolulu, to establish a park and ride pilot project at the Aloha Stadium.
