RELATING TO APPLICATIONS SEEKING GENERAL RATE INCREASES FILED BY PUBLIC UTILITIES HAVING ANNUAL GROSS REVENUES OF LESS THAN $2,000,000.

Requires the PUC to: (1) develop a standard application form setting forth specific information needed to determine the reasonableness of a proposal; and (2) standardize financial accounting and reports of public utilities having annual gross revenues less than $2,000,000.

RELATING TO AN EXEMPTION FOR NON-FACILITIES BASED COMPETITIVE LOCAL EXCHANGE TELECOMMUNICATIONS PROVIDERS FROM STATUTORY FINANCING REQUIREMENTS.

Exempts non-facilities based resellers of telecommunications services from the prior PUC approval process for long-term financing.

RELATING TO CONDOMINIUM PROPERTY REGIMES.

Clarifies that a condominium board may lease or change the use of a condominium's common elements without obtaining the requisite owner approval, if acting under its authority to install, or change or abandon the use of telecommunications equipment.

Authorizes the formation of pharmaceutical benefits service corporations and organizations.

RELATING TO MEDICAL BOARD DISCIPLINARY ACTION.

Expands the choices of disciplinary sanctions the Board of Medical Examiners may impose by adding the sanctions of censure and reprimand.

RELATING TO RADIOLOGIC TECHNOLOGY.

Changes the title of "executive secretary" to "executive officer" and amends duties of the executive officer.
