Authorizes the payment of a flat fee of $400 of a physician member of an external review panel.

Authorizes temporary, preliminary, and permanent injunctive relief and other remedies to abate drug nuisances; encourages owners, landlords, operators, and managers of buildings, places, or premises to take the affirmative steps necessary to prevent drug violations on their properties.

RELATING TO PUBLIC BENEFIT CORPORATIONS.

Provides the Attorney General with greater supervision on non-profit corporations that are organized for charitable, religious, or educational purposes. Provisions include: the authority of the AG to seek removal of a director of public benefit corporation for a breach of fiduciary duties; and requires notices to the AG of mergers, the sale of substantially all the assets of a public benefit corporation, and other proceedings.

RELATING TO EMPLOYEE STOCK OWNERSHIP PLANS.

Creates an exemption from the general excise tax for a management company that contracts to provide managerial and operational services to related companies that engage in the provision of medical services in order to facilitate the creation of an employee stock ownership plan.

RELATING TO FEES.

Provides DCCA with the flexibility to adjust fees and other nontax revenues to help align revenue collections with expenditures.

RELATING TO GIFT CERTIFICATES.

Prohibits the issuance of gift certificates with expiration dates. Prohibits the imposition of fees, charges, or penalties for dormancy, service, abandoned or unclaimed property, escheat, or inactivity for unredeemed gift certificates.

RELATING TO CABLE TELEVISION.

Authorizes DCCA to implement a 3-year pilot program to provide additional funding to support public, educational, and governmental cable television access in underserved areas. Appropriates $800,000 for the initial year of the pilot program.

RELATING TO HOISTING MACHINE OPERATORS.

Eliminates the Hoisting Machine Operators' Certification Revolving Fund and the position of executive director, and makes the DLIR responsible for the administrative duties for the Hoisting Machine Operators Advisory Board.

RELATING TO THE UNIFORM ATHLETE AGENTS ACT.

Adds new chapter, Uniform Athlete Agents, that establishes service of process procedure for nonresident agents; provides requirements, procedures, and fees for agent registration; required form for agency contract. Establishes student athlete's right to cancel contract.
