RELATING TO INTERSTATE INSURANCE COMPACT.

Adopts the National Association of Insurance Commissioners' Interstate Insurance Compact while exempting long term care insurance from the provisions of the compact.

RELATING TO ARBITRATION.

Allows the award of fees and costs when there is a confirmation of an arbitration award.

RELATING TO EXEMPTING ROTH INDIVIDUAL RETIREMENT ACCOUNTS FROM ATTACHMENT OR SEIZURE.

Extends the same protection from creditor claims that regular IRAs have to Roth individual retirement accounts.

RELATING TO CONSUMER CREDIT REPORTING AGENCIES.

Requires consumer credit reporting agencies to allow consumers to inspect their files. Specifies situations under which agencies may provide reports. Allows consumers to place security alerts in and security freezes on their reports. Prohibits certain information from inclusion in the reports.

RELATING TO CHARITABLE ANNUITIES.

Allows local charities to raise funds through the issuance of gift annuities by repealing the requirement that a nonprofit organization authorized to issue annuities have a net worth of $5,000,000, requiring such organizations to maintain a segregated reserve fund sufficient for the payment of annuities attributable to the fund that is otherwise inaccessible to the organization and creditors, and subjecting annuity financing and investments to regulation by the Insurance Commissioner.

RELATING TO INSURANCE.

Reduces reimbursement amount for grants for wind resistive devices to 35% of costs. Deletes reimbursements for inspections under the loss mitigation grant program. Appropriates $1,000,000 for the program.

RELATING TO THE HAWAII CATASTROPHIC RELIEF FUND.

Establishes a Hawaii catastrophic relief fund (HCRF) to provide reinsurance for the risks of catastrophic events in Hawaii and to mitigate the impact of a catastrophic or emergency condition in Hawaii; repeals the Hawaii Hurricane Relief Fund (HHRF) ; transfers monies from HHRF to HCRF.

RELATING TO EMERGENCY RELIEF FOR NATURAL DISASTERS.

Allows the governor, upon advice of the State civil defense, to authorize the immediate release of up to ten per cent of the Hawaii hurricane relief fund or the emergency and budget reserve fund, or both, for emergency assistance to residents and businesses for damages sustained from natural disasters.
