RELATING TO FORECLOSURES OF GOVERNMENT-ASSISTED PROPERTIES.

Allows state and county housing agencies, to collect the value of its shared appreciation equity excess proceeds in lieu of buyback, or deferred sales price lien when an affordable housing property is publicly sold through a non-judicial foreclosure.

RELATING TO MOTOR VEHICLES.

Requires seizure of certificate of registration and impoundment of motor vehicle when citation is issued for uninsured motor vehicle; clarifies that proof of motor vehicle insurance is necessary for renewal of registration; makes appropriations to the counties.

RELATING TO WIRELESS ENHANCED 911 SERVICE.

Establishes a monthly surcharge on mobile phone connections to fund implementation of wireless enhanced 911 by wireless providers and county public safety agencies. Creates wireless enhanced 911 board to oversee collection and distribution of surcharge funds. Requires reports to the legislature, protection of proprietary provider information, and regular audits of the fund.

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
