Requires pawnbrokers and secondhand dealers to post pictures of merchandise received on a website developed and maintained by a computer specialist hired by the county police departments.

Appropriates funds to DCCA for personnel to upgrade the department's website to make information and services more accessible by the public.

Repeals court considerations of unsuitability of case for the design professional conciliation panel; provides for a standard of a fair and reasonable outcome to all parties concerned.

Requires an affidavit of merit to be filed with a claim against a design professional.

Allows contractors the opportunity to repair construction defects prior to litigation; outlines process to be followed before litigation is filed.

RELATING TO THE RESOLUTION OF CONSTRUCTION DEFECT CLAIMS.

Sets forth: (1) the rights and requirements of claimants when bringing claims against contractors and design professional for construction defects; and (2) the contractors' and design professional's rights and requirements in response to claims regarding construction defects in certain residential dwellings.

RELATING TO CONTRACTORS RECOVERY FUND.

Revises process for claimants to recover from the contractors recovery fund. Establishes board of trustees for the recovery fund.

Persons wishing to testify on CPH/SAT bill should submit 35 copies of their testimony to Room 219, for SAT/CPH bills submit 30 copies to Room 215, and for CPH only bills submit 25 copies to the committee clerk, Room 219, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
