RELATING TO A PRESCRIPTION DRUG REPOSITORY PROGRAM.

Establishes the prescription drug repository program to receive and dispense donated prescription drugs to needy persons.

RELATING TO HOSPITAL AND PROFESSIONAL LIABILITY RISK FINANCING.

Requires the Hawaii Health Systems Corporation to organize a domestic captive insurance company to provide malpractice coverage to the Department of Health, the John A. Burns School of Medicine, and other governmental entities or quasi-governmental entities of the State involved in the provision of health care.

RELATING TO CONVEYANCE TAX.

Increases the conveyance tax and divides the increase in revenue between assisting the homeless, providing affordable housing, and assisting the State Historic Preservation Program.

RELATING TO PROFESSIONAL COUNSELORS.

Establishes a professional counselor's licensing program effective 7/1/05. Exempts government employees. Allows licensing of counselors with current national certification who pass exam and pay fees within year of program start. Assesses periodic surcharge against licensees to fund program start-up costs. Appropriates $43,000. Authorizes hiring of staff.

RELATING TO PRIVACY OF FINANCIAL INFORMATION.

Prohibits a financial institution from disclosing a customer's financial information, subject to exceptions. Establishes penalties.

Persons wishing to testify on HTH/CPH bills should submit 35 copies of their testimony to Room 220 and for CPH only bills submit 25 copies to the committee clerk, Room 219, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
