The purpose of this bill is to fund all collective bargaining cost items in the arbitration award for state employees in Collective Bargaining Unit 1 (Unit 1). In addition, this bill funds the salary increases for certain state officers and employees who are excluded from collective bargaining.

The Hawaii Government Employees Association Managerial and Confidential Employees Chapter and United Public Workers, AFSCME, Local 646, AFL-CIO testified in support of this bill.
