Your Committees on Education and Judiciary, to which was referred H.B. No. 2589 entitled:
"A BILL FOR AN ACT PROPOSING AN AMENDMENT TO ARTICLE 3, SECTION 16, OF THE HAWAII CONSTITUTION, TO MODIFY THE VETO POWERS OF THE GOVERNOR,"
beg leave to report as follows:
The purpose of this bill is to propose an amendment to the State Constitution prohibiting the Governor from vetoing individual items appropriated for the benefit of public schools.
The Board of Education, Department of Education, Hawaii State Teachers Association, Hawaii Government Employees Association, and ILWU Local 142 submitted testimony in support of this bill. The Department of Budget and Finance opposed this bill.
Your Committees have amended this bill by changing the effective date to July 1, 2050, to facilitate further discussion.
As affirmed by the records of votes of the members of your Committees on Education and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2589, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2589,
H.D. 1, and be referred to the Committee on Finance.
