A BILL FOR AN ACT

 

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR THE FIRST SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $          , or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2004-2005, for the purpose of capital improvement projects for the first senatorial district, as follows:

1. Palani Road Improvements

Planning and design $

2. Kealakaa Extension

Planning and design $2,000,000

3. Mamalahoa Highway Improvements

Planning, design, right-of-way acquisition $1,000,000

4. West Hawaii Homeless Shelter

Planning, design, and construction of a

Homeless shelter in West Hawaii $1,000,000

5. Multi-purpose Senior Center in Kailua-Kona

Planning, design, and construction of a

full-fledged center offering a single

entry point of service delivery for

older persons living in North Kona $500,000

6. Hale Ho'ola Hamakua, Hawaii

Plans, design, construction, and equipment to expand the existing bed capacity.

7. Community Center/Gym Complex, Puna

9. Waiakea Intermediate School

Track maintenance equipment and equipment storage

facilities, including field sweeper,

Covered overpass connecting Building B and C

Design and construction for ADA

11. Waimea Middle School

3 mobile computer labs to provide

90 laptop computers $141,000

12. Laupahoehoe High and Elementary School

Construction, upgrades, and repair of

campus buildings and facilities $2,836,500

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2006, shall lapse as of that date.

SECTION 3. The sum appropriated for the respective capital projects set forth in section 1, items 1, 2, and 3 for transportation shall be expended by the department of transportation.

SECTION 4. The sum appropriated for the respective capital projects set forth in section 1, item 4 shall be expended by the county of Hawaii to construct a homeless shelter.

SECTION 5. The sum appropriated for the respective capital projects set forth in section 1, item 5 shall be expended by the county of Hawaii to construct a multi-purpose senior center.

SECTION 6. The sum appropriated for the respective capital projects set forth in section 1, item 6 shall be expended by the designated by the department of accounting and general services for the Hale Ho'ola Hamakua, Hawaii.

SECTION 7. The sum appropriated for the respective capital projects set forth in section 1, item 7 shall be expended by the county of Hawaii for the community center/gym complex.

SECTION 8. The sum appropriated for the respective capital projects set forth in section 1, items 8 to 12, shall be expended by the department of accounting and general services.

SECTION 9. This Act shall take effect on July 1, 2004.
