A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the fifth representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2003-2004:

1. To be expended by the Hawaii county department of water supply:

A. Water system, Kahuku and South Kona

Construction of a water system to service the Kahuku area of Kau and portions of South Kona not served by the department of water supply.

Total funding $1,000,000

2. To be expended by the Hawaii county department of parks and recreation:

A. Water storage tank, Kahuku park

Equipment for a fifteen thousand gallon water storage tank for Kahuku park.

Equipment $15,000

Total funding $15,000

3. To be expended by the Hawaii county fire department:

A. Ambulance, Ocean View

Equipment for an ambulance to service the Ocean View community in Kahuku.

Equipment $75,000

Total funding $75,000

4. To be expended by the Hawaii county department of public works:

A. Left turn lane extension, Konawaena elementary school

Plans, design, and construction to extend the north-bound left turn collector lane on Hawaii #11 at Konawaena elementary school.

Construction $800,000

Total funding $940,000

B. Agriculture water system and storage, South Kona and Kahuku

Plans, design, and construction of an agriculture water system and storage to service South Kona and the Kahuku area of Kau.

C. Intersection improvements, Kulani road

Plans, design, and construction for improvements to the intersection at Hawaii #11 and Kulani road.

5. To be expended by the county of Hawaii:

A. Hawaiian cultural center

Construction of the Hawaiian cultural center; provided that no funds shall be made available unless the office of Hawaiian affairs provides matching funds for the purpose for which this sum is appropriated.

6. To be expended by the Hawaii county economic opportunity council:

A. Transportation services, Volcano

Equipment to provide transportation services in the Volcano area.

Equipment $35,000

Total funding $35,000

7. To be expended by the department of transportation, harbors division:

A. South Point boat ramp, Hawaii

Plans, design, and construction of a boat ramp at South Point; provided that no funds shall be made available unless the federal government provides matching funds for the purpose for which this sum is appropriated.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2003.
