Financial Plan and Budget Overview

The Constitution of the State of Hawaii and the Hawaii Revised Statutes requires the Governor of the State of Hawaii to submit to the Legislature a balanced six-year financial plan and budget at least 30 days prior to the convening of the Regular Session. In transmitting the six-year program and financial plan, the current Governor indicated that significant modifications would be made.

The new administration also indicated that additional time would be necessary to meet its constitutional and statutory obligations. Therefore, the Legislature delayed its normal timeline for budget briefings. On January 14, 2003, the Director of Finance presented a financial plan with "targeted" cost savings and budget cuts. Specific information regarding the magnitude of the budget cuts for each state department was unavailable because the Department was still gathering information.

On January 31, 2003, the Committee on Finance received information regarding specific budget cuts for 11 of the 20 State departments and agencies. There was also an indication that cuts to the remaining departments and agencies, except for the Department of Education and the University of Hawaii system, would be forthcoming. Ms. Kawamura, Director of Finance, has been invited and will present an update of the Administration's modified Financial Plan and Biennium Budget to the House Committee on Finance.

University of Hawaii Budget Briefing

University of Hawaii System

On January 21, 2003 the University of Hawaii system provided the House Finance Committee with information regarding budget priorities for the upcoming biennium. During the briefing it was noted that the UH system would be subject to a $6.9 million budget cut for the current fiscal year. Additional information received during the briefing indicated that the UH system would not have to cut $6.9 million from each year of the upcoming biennium. Based on new information obtained during a financial plan update briefing by the Department of Budget and Finance on January 31, 2003, it was noted that the UH system would be subject to a $6.9 million budget cut in each year of the coming biennium.

Information to clarify this discrepancy will be provided by the UH system. Although the Board of Regents has the authority to make final budgetary decisions for the UH system, the next Board meeting will not occur until late February. President Dobelle or his designee, has been invited and will present a preliminary update (pending Board approval) of the UH system's budget to the House Committee on Finance.

Conforms State ARCH and expanded ARCH inspection requirements with federal law by: (1) Requiring unannounced annual inspections; (2) Establishing criminal and civil penalties for persons who notifies or causes to be notified an ARCH or expanded ARCH of the date or time an inspection is scheduled to be conducted; and (3) Providing criteria for inspections. Requires the Department of Health, in conjunction with the Executive Office on Aging, the Department of Human Services, and county Fire Chiefs, to adopt rules on the scheduling and implementation of inspections by September 1, 2003. Mandates the Department of Health to implement unannounced inspections by December 31, 2003. Requires the Department of Health to provide information on inspections in its annual reports over the next four years.
