MAKING APPROPRIATIONS TO PROVIDE FOR THE EXPENSES OF THE LEGISLATURE, THE LEGISLATIVE AUDITOR, THE LEGISLATIVE REFERENCE BUREAU, AND THE OMBUDSMAN.

Appropriates funds to provide for the expenses of the Legislature, the Legislative Auditor, the Legislative Reference Bureau, and the Ombudsman.

RELATING TO AGRICULTURE.

Creates an agricultural zone program.

RELATING TO THE FARMERS' MARKET.

Appropriates funds for an economic feasibility study relating to the establishment of a world-class farmers' market.

RELATING TO AGRIBUSINESS INCUBATORS.

Appropriates $500,000 for development of the agribusiness incubator initiative.

RELATING TO AGRICULTURAL LAND PRESERVATION.

Provides standards, criteria, to conserve and protect agricultural lands through designation of important agricultural land. Allows transfer of development credits. Provides incentives for landowners to keep important agricultural lands in agricultural uses.

RELATING TO AGRICULTURAL PARKS.

Repeals the law prohibiting the disposition of not more than 2 lots within an agricultural park for the processing, marketing, and displaying of agricultural crops or commodities. Requires an agricultural commercial venture operation to be owned by a park lessee in order to sell to the general public.

MAKING AN APPROPRIATION TO ENHANCE AGRICULTURAL TOURISM VENUES.

Appropriates $150,000 from the tourism special fund to enhance agricultural tourism venues.

RELATING TO AGRICULTURAL TOURISM.

Allows agricultural tourism that is conducted as part of a working farm or agricultural processing facility on lands classified as agricultural lands.

RELATING TO AGRICULTURAL COMMODITIES.

Includes silvicultural products in the definition of agricultural products, and removes the monetary value and weight requirements that trigger the need for a certificate of ownership for the sale or resale of agricultural products.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION.

Provides that when public lands required for the purposes of the Agribusiness Development Corporation (ADC) are leased to ADC, ADC is not subject to the Procurement Code, the chapter on Public Lands, Management and Disposition, and similar laws that would otherwise apply to a state agency with respect to the lands.

RELATING TO THE STATE WATER CODE.

Requires the state Commission on Water Resource Management to delegate to the board of agriculture the same authority to allocate water for irrigation purposes, as that delegated to the county boards of water supply to allocate the use of water for municipal purposes.

MAKING AN APPROPRIATION FOR PINEAPPLE RESEARCH.

Appropriates funds for pineapple research.

RELATING TO AGRICULTURE.

Appropriates funds to plan a terminal market pilot program on the Big Island. Appropriates funds to hire a consultant to assist in planning terminal markets. Appropriates funds for construction and equipment for a terminal market and vacuum cooling plant on the Big Island. Authorizes general obligation bonds to finance capital projects.

RELATING TO PUBLIC LANDS - Authorize the department of land and natural resources to issue new leases to existing lessees for specific parcels on Kauai.

RELATING TO THE PUBLIC LAND TRUST - Facilitates the establishment of a comprehensive information system for inventorying and maintaining information about the lands of the public land trust; creates the Public Land Trust Inventory Special Fund: appropriates funds.

RELATING TO LAND USE - Authorizes counties to request or petition the Office of Planning to review land use classifications and districts.

RELATING TO PUBLIC LAND LEASES - Provides that recreation-residence use leases and lease renewals are not to exceed twenty years for each renewal.

RELATING TO LANDOWNERS' LIABILITY - Limits civil liability for landowners who allow hunters to use their property for hunting.

RELATING TO HOME OCCUPATIONS WITHIN AGRICULTURAL DISTRICTS - Authorizes counties to permit home occupations in agricultural districts without requiring a special permit; defines "home occupation".

MAKING AN APPROPRIATION FOR THE PURCHASE OF LAND IN NORTH KONA - Appropriates funds to purchase a 1.24-acre parcel of sacred native Hawaiian grounds between Keolonahihi state park and Keakealaniwahine complex.

RELATING TO HAWAIIAN AFFAIRS - Reauthorizes the Hui `Imi advisory council.

REQUESTING THAT THE PRESIDENT AND CONGRESS RECOGNIZE AN OFFICIAL POLITICAL RELATIONSHIP BETWEEN THE UNITED STATES GOVERNMENT AND THE HAWAIIAN PEOPLE.

REQUESTING THAT THE PRESIDENT AND CONGRESS RECOGNIZE AN OFFICIAL POLITICAL RELATIONSHIP BETWEEN THE UNITED STATES GOVERNMENT AND THE HAWAIIAN PEOPLE.

RELATING TO THE IN-BOND CONCESSION AT STATE AIRPORTS.

Allows the DOT to enter into more than one contract for in-bond concessions at state airports.

RELATING TO HIGHWAY SAFETY.

Disallows non-licensed individuals from purchasing and rebuilding salvaged vehicles, and includes airbags as a resale component that requires Department of Transportation approval.

RELATING TO HIGHWAYS.

Clarifies that the provisions regarding responsibility for the charges for the removal, relocation, replacement, or reconstruction of utility facilities are applicable only to state or county highway projects that receive funding from the Federal Highway Administration.

RELATING TO TRANSPORTATION.

Appropriates funds for a hazard assessment study of Kamehameha highway.

RELATING TO THE TRANSFER OF JURISDICTION OVER HIGHWAYS TO THE COUNTIES.

Transfers all state highways functions and funding to the counties over a five-year period. Gives each county jurisdiction over all state highways in that county.

RELATING TO TERMINABLE RENTAL ADJUSTMENT CLAUSE VEHICLE LEASES.

Provides that a motor vehicle or trailer transaction does not constitute a sale or security interest merely because the rental price may be raised or lowered by reference to the amount realized on the sale or disposition of the motor vehicle or trailer.

RELATING TO TOWING.

Increase fees for towing a vehicle; authorizes towing companies to charge an additional fee if a vehicle hookup takes longer than fifteen minutes.

RELATING TO TOWING.

Requires commercial tow trucks to be registered and to display distinguishing license plates and decals. Provides that the director of finance shall establish a schedule of tow truck registration fees. Provides that noncompliance with registration requirements prohibits the tow operator to collect charges for a tow or as a condition to release a towed vehicle.

RELATING TO FEASIBILITY OF CONSTRUCTING AN EXERCISE PATH ALONG THE WAIANAE COAST.

Directs the department of accounting and general services to conduct a feasibility study of constructing an exercise path along the Waianae coast from Maili beach park to Makaha surfing beach.

RELATING TO MOTOR VEHICLE INSURANCE.

Precludes uninsured motorists and DUI drivers from recovering noneconomic losses in a motor vehicle accident.
