RELATING TO RECYCLED WATER.

Requires the governor and mayors to develop and implement a recycled water use plan.

RELATING TO THE DELEGATION OF ALLOCATION AUTHORITY UNDER THE STATE WATER CODE.

Gives equal authority to the Board of Agriculture to that granted to the county water agencies for the allocation of the use of water for agricultural irrigation purposes.

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Adds a member with substantial experience in traditional Hawaiian water resource management techniques and in traditional riparian usage to the Commission on Water Resource Management.

RELATING TO COASTAL ZONE MANAGEMENT.

Changes the present shoreline certification process by changing the definition of "shoreline" and requiring state shoreline locators as well as private land surveyors to determine and certify shorelines, and appropriates funds for a videographic study of the upper reaches of the wash of high seasonal surf around the islands.

RELATING TO COASTAL ZONE MANAGEMENT.

Provides that the edge of vegetation shall not be considered in determining the shoreline when the edge of vegetation was created or extended by plantings done through human intervention.

Changes the definition of "development" within a Special Management Area to not include improvements to a single-family residence that is not part of a larger development.

RELATING TO HOME OCCUPATIONS WITHIN AGRICULTURAL DISTRICTS.

Authorizes counties to permit home occupations in agricultural districts without requiring a special permit; defines "home occupation".

Defines accreted lands; includes accreted lands in the definition of public lands; requires that accreted lands shall be state lands, although a private property owner may file an accretion claim to regain title to the owner's eroded land that has been restored by accretion.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 224, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
