RELATING TO WAIKIKI BEACH RESTORATION.

Authorizes $2,5000,000 in GO bonds for fiscal year 2004 to finance the widening of Waikiki Beach between the north Kuhio Beach groin and the Kapahulu storm drain.

RELATING TO KANEOHE BAY PIERS.

Requires the board of land and natural resources, in calculating lease rents for private residential noncommercial piers in Kaneohe Bay, to use a methodology that values sites with piers at an enhanced value of a maximum of 10%.

Authorizes the Hawaii community development authority to issue special facility revenue bonds in the fiscal biennium 2003-2005 for the construction, furnishing, and equipping of an ocean center in Kakaako.

RELATING TO A LAND EXCHANGE BETWEEN THE STATE OF HAWAII AND THE BOY SCOUTS OF AMERICA.

Authorizes and approves a land exchange between the State and the Aloha Council Boy Scouts of America for private lands located in Waikele, Oahu, and public lands located on Oahu, Kauai, and the Big Island.
