Requires the State to pay to the Employer-Union Health Benefits Trust Fund (EUTF) a contribution equal to an amount not less than the medicare part B premium for voluntary medical insurance coverage under medicare for retirees. Also requires the EUTF to reimburse the retiree for any cost differential due to a rate increase in the medicare part B medical insurance plan within thirty days of the rate change. (SD1) |

Creates a program to provide additional unemployment insurance benefits provided that the federal Temporary Extended Unemployment Compensation program is not extended after August 1, 2003. Conforms state statutory provisions to the federal Temporary Extended Unemployment Compensation Act of 2002. Allows UI fund to be used to pay for UI benefits as well as administrative costs. Establishes a Procurement Institute to improve and enhance the efficiency, integrity and transparency of the State procurement process. Provides that design professional services may only be procured under section 103D-304, Hawaii Revised Statutes, or pursuant to emergency procurement procedures. Requires that an independent selection committee rank the applying professional service providers according to relevant criteria. Requires the awarding procurement official to negotiate award of the contract with the providers in the rank order set by the committee. Requires equal distribution of contract awards where providers hold the same qualifications or ranking. Repeals state taxpayer procurement preference. (SD1) |
