Improves health care services on Oahu by amending Act 180, Session Laws of Hawaii 1999, to extend the authorization to issue special purpose revenue bonds (SPRBs) for the Wahiawa-Central Oahu Health Center, Inc., or a Hawaii nonprofit affiliate of the Center, from June 30, 2003, to June 30, 2008. RELATING TO COLLECTIVE BARGAINING.

Excludes the inclusion of the Employer-Union Health Benefits Trust Fund administrative costs in its health benefits plan and long-term care benefits plan rates, which will sunset on July 1, 2007. Delays the transfer of civil service employees from the Public Employees Health Fund to the Hawaii Employer-Union Health Benefits Trust Fund from July 1, 2003 to July 1, 2004. Requires the employer base composite monthly contribution for retirees to be adjusted annually beginning July 1, 2002, instead of July 1, 2004. Appropriates funds for unanticipated and unbudgeted increases in Public Employees Health Fund payments. (SD1)

Note: Committee will propose to insert contents of HB 510, HD2, SD1 into this bill. That bill’s subject matter relates to repealing part II of Act 90, Session Laws of Hawaii 2001, relating to privatization.

MAKING AN APPROPRIATION FOR THE ESTABLISHMENT OF A CONTRAFLOW LANE ON FARRINGTON HIGHWAY ALONG THE WAIANAE COAST FROM MOHIHI STREET TO PILIOKAHI AVENUE.

Appropriates funds to be expended by the department of transportation to establish traffic easing measures on Farrington Highway along the Waianae Coast during morning and evening rush hours. (SD1)
