RELATING TO ENERGY.

Extends indefinitely the period in which a tax credit may be applied for alternate energy systems; changes the amount of the tax credits. Repeals heat pump and ice storage tax credits. Directs the tax review commission to periodically review the tax credits, beginning July 1, 2010. (SD1)

RELATING TO CHILDREN AND YOUTH.

Allocates moneys from Tobacco Settlement Special Fund to Office of Youth Services, DOE, and counties to establish dedicated source of funding for nonschool-hour youth programs. Appropriates funds.

RELATING TO MEDICAID.

Requires the department of human services to increase medicaid provider reimbursement payments to more closely approach the actual cost to providers of providing quality health care, and, in calculating reimbursement to providers, to include adjustments for inflation and return on equity to the fullest extent allowed and retain the grandfathered capital component without modification. RELATING TO A COMMISSION ON FATHERHOOD.

Establishes the Commission on Fatherhood within the Office of the Governor to provide for a statewide program, on a permanent and continuing basis, to promote healthy family relationships between parents and children that are father-friendly and inclusive. Requires Governor's Office to provide staff and administrative support to the commission. (SD1)

RELATING TO SERVICES FOR INDIVIDUALS WHO ARE BLIND OR VISUALLY IMPAIRED.

RELATING TO TECHNOLOGY.

Appropriates a percentage of the amounts received by the Hawaii tobacco settlement special fund into the Hawaii strategic development revolving fund for developing and assisting the development of healthcare and biomedical technology to detect cancer, including cervical cancer, in its early stages. RELATING TO CRIME VICTIM COMPENSATION.

Allows nonpayable restitution to be used for crime victim compensation, rather than escheating to the State; allows commission to transfer compensation awards to minors under the Uniform Transfers to Minors Act; gives commission authority to expand coverage for mental health services; allows commission to retain private counsel to pursue repayment of crime victim special funds; renames "pain and suffering" award to more clearly reflect the purpose of the award; and requires the judiciary to transmit an annual report to the legislature per progress in meeting the requirements of Act 206, Session Laws 1998. RELATING TO THE COMSTAT PROGRAM.

Appropriates funds to: establish COMSTAT, a technology system for more efficient and effective law enforcement as an HPD pilot program, including the acquisition of an electronic fingerprint imaging system; and enable HPD to develop a COMSTAT network statewide. (SD1)

RELATING TO STORED VEHICLES.

Provides for waiver of unpaid vehicle fees and weight taxes for vehicles owned by persons age 70 and over who transfer their vehicles to persons who receive medical assistance or organizations that receive tax-exempt status from the Internal Revenue Service. (SD1)
