RELATING TO FILM INDUSTRY.

Expands the tax credit for motion picture and film production to include up to an unspecified amount of the costs of wages and salaries, capped at $25,000 per employee; includes commercials in motion picture and film production. Provides that any taxpayer that claims a credit for motion picture and film production tax credit pursuant to section 235-17, HRS, shall not qualify as a qualified high technology business. Convenes a task force to review tax incentives for the purchase, utilization, and sale of television and motion picture production equipment in the State. Applies to taxable years beginning after July 1, 2003. (SD1)

RELATING TO REUSABLE RESOURCE CENTER.

Establishes a reusable resource center on state property through a public-private partnership, to collect and distribute recyclable materials for teachers and others to use as tools for creative learning in classrooms and the community. Appropriates funds to the department of education.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows a faculty member, lecturer, and administrative, professional, and technical employee of UH with multiple part-time appointments or positions to meet eligibility requirements for membership in the ERS; exempts faculty, lecturers, and administrative, professional, and technical employees employed at UH who hold multiple part-time appointments or positions which together aggregate to at least one-half of a full-time equivalent position from provisions allowing the ERS board of trustees to deny membership to part-time or temporary employees. RELATING TO THE PROCUREMENT CODE.

Establishes preference in procurement code for contractors that meet certain criteria to ensure that they have complied with all applicable Hawaii laws and are Hawaii domestic corporations. Exempts state construction contracts under $250,000 from procurement code. (SD1)

RELATING TO PARKING FOR PERSONS WITH DISABILITIES.

Amends various definitions within the Hawaii Revised Statutes relating to parking for persons with disabilities, to include "vascular" as a qualifying condition, to include access aisles as part of parking spaces for persons with disabilities, and to repeal language contained in administrative rules; authorizes replacement of stolen placards through the same procedure as replacement of lost or mutilated placards; clarifies that parking privileges for persons with disabilities apply to public spaces only, and not private spaces; lowers the penalty for failure to display the proper permit or identification card; provides penalties for illegally parking in an access aisle adjacent to a parking space for a person with a disability. RELATING TO PROCUREMENT.

Specifies that for government purchases under $25,000, the inclusion of general excise and applicable use tax in an offer or bid for a government contract shall not be considered by the purchasing agency as part of the cost aspect of the bid or offer, if the bidder or offeror is a state resident vendor or contractor. Defines "state resident vendor or contractor". Maintains requirement that general excise tax and applicable use tax be paid. Clarifies inclusion of GET and use tax requirement for other purchases. RELATING TO HIGHWAYS.

Requires the department of transportation to use federal alternative standards that take into account environmental, scenic, aesthetic, historic, and other impacts when repairing or reconstructing a scenic highway in the state highway system. Limits state liability in any accidents on scenic highways.

RELATING TO THE ADMINISTRATION OF PARKING FOR PERSONS WITH DISABILITIES.

Establishes the parking for persons with disabilities special fund funded by a seventy-cent increase in the state vehicle registration fee. Mandates that fund moneys be used to administer the state disabled parking program and to reimburse the counties for administrative costs of issuing disabled parking permits and operating a volunteer parking enforcement program. Appropriates $600,000 from the fund.
