RELATING TO THE AMENDMENT OR REPEAL OF OBSOLETE TAX LAWS.

Amends or repeals obsolete statutory tax provisions.

RELATING TO THE ADMINISTRATION OF TAXES.

Corrects an inadvertent regressive effect on taxpayers with adjusted gross incomes (AGIs) of $50,000 or less created by Act 190, Session Laws of Hawaii 2002, which amended the payment threshold for avoiding the estimated tax underpayment penalty. Conforms Hawaii's laws to Internal Revenue Code by lowering the minimum estimated tax payment to 100% for prior year returns.

RELATING TO SIMPLIFIED TAX ADMINISTRATION.

Allows Hawaii to participate in multistate discussions relating to the Streamlined Sales Tax Project.

Allows the Department of Taxation to compromise tax claims where the tax exceeds $50,000 (exclusive of penalties and interest) without obtaining the Governor's approval.

Provides a vehicle for the state standard deduction with a blank amount.

Excludes from gross, adjusted gross, and taxable income amounts paid for credit card finance charges.
