Requires the DOT, in conjunction with the Oahu Metropolitan Planning Organization and the city and county of Honolulu, to develop an action plan to implement a fixed rail transit system or monorail on Oahu. Requires public contracts for concessions at state airports to contain force majeure terms to absolve parties from liability for failure to perform due to outside forces. RELATING TO THE ADMINISTRATION OF PARKING FOR PERSONS WITH DISABILITIES. Establishes the parking for persons with disabilities special fund funded by a seventy-cent increase in the state vehicle registration fee. Mandates that fund moneys be used to administer the state disabled parking program and to reimburse the counties for administrative costs of issuing disabled parking permits and operating a volunteer parking enforcement program. Appropriates $600,000 from the fund. (SD1) |
