RELATING TO MOTOR VEHICLES.

Permits motor vehicle backup warning beepers to be disabled between 10:00 p.m. and 6:00 a.m. if the vehicle is equipped with a rear view camera system.

RELATING TO STATEWIDE TRAFFIC CODE.

Changes the penalty for driving a moped without a license to be consistent with the penalty for driving a motor vehicle without a license.

Establishes offense of habitually operating a vehicle while under influence of an intoxicant. Adds certain offenses committed as a minor as "prior" offenses.

Amends the statewide traffic code to define and regulate the operation of electric personal assistive mobility devices.

Requires force majeure terms in contracts with airport concessions contracts as a mechanism to provide relief for airport concessionaires in the wake of catastrophic events.

RELATING TO RECONSTRUCTED VEHICLES.

Specifies that applicability of reconstructed vehicles law is limited to counties with a population of under 500,000 that have adopted or will adopt county ordinances regulating the inspection and certification of reconstructed vehicles.

Authorizes the Department of Transportation to collect passenger facility charges revenue. Creates a passenger facility charge special fund.

Deletes the requirement that commercial driver's licenses include the licensee's social security number on the license.
