RELATING TO TRANSPORTATION.

Requires department of transportation to review prior studies and plans regarding the construction and operation of a fixed guideway from Kapolei to the UH with a spur to Waikiki to determine availability of federal funding. Report to legislature and governor.

RELATING TO MOTORIZED DEVICES FOR TRANSPORTING PERSONS.

Amends the statewide traffic code by defining and regulating the operation of motorized person transporter platforms, motorized bicycles, and electronic personal assistive mobility devices.

RELATING TO PUBLIC TRANSIT BENEFIT PROGRAMS.

Directs the director of human resources development to establish a voluntary pre-tax savings public transit benefit program for state employees that allows purchase of monthly bus passes or transit vouchers before state, federal, and FICA taxes are deducted; appropriates funds.

Requires stickers on motor vehicles as proof of effective no-fault insurance policy.

RELATING TO IMPLEMENTATION OF A FIXED RAIL TRANSIT SYSTEM.

Requires the Department of Transportation, in conjunction with the Oahu Metropolitan Planning Organization, to develop an action plan for implementation of a fixed rail transit system on Oahu. Requires the DOT to begin process of acquiring land for the fixed rail transit system.

Authorizes the counties to assess impact fees, and transfers revenues to a new state special fund, to help pay for state highway improvements that serve new or more intensive development.

Authorizes the counties to assess a rental motor vehicle surcharge of up to $5 per day.

RELATING TO PARKING FOR DISABLED PERSONS.

Prohibits parking in access aisles adjacent to disabled parking stalls. Specifies authority of law enforcement personnel and commissioned volunteers to access private property to enforce disabled parking laws.
