RELATING TO PUBLIC RIGHTS OF WAY. Authorizes counties to initiate legal proceedings to protect public rights of way against encroachment; authorizes counties to repair and maintain public rights of way if funds are available. |

RELATING TO STANDARDS OF CONDUCT. Requires all retiring employees' average final compensations be calculated based upon a member's three or five highest paid years of credited service as applicable. Removes calendar year average final compensation calculation requirement for members retiring after December 31, 2002. |

RELATING TO LIQUOR LICENSE APPLICATIONS. Removes the provision requiring the liquor commission to deny the issuance of a liquor license where 40% of registered voters or owners and licensees file a protest against the issuance of the license; clarifies that current owners have a right to a hearing for a liquor license application; repeals the definition of "a majority of the owners and lessees of record of the real estate and owners of record of shares in a cooperative apartment" within the liquor license application law. |

RELATING TO FINANCIAL INTEREST DISCLOSURES. Provides that a person required to fill out a full financial disclosure form needs to only fill one out once per year. |

DECISION MAKING TO FOLLOW, IF TIME PERMITS.
Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 230, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
