RELATING TO GOVERNMENT SERVICES.

Exempts sales of goods and services to the State, including contracting, from the general excise tax. Changes the central service assessment for special funds to 5% of all costs (rather than 5% of all revenues). Repeals all special fund exemptions from the central service assessment.

RELATING TO ETHICS.

Provides for mandatory ethics training for legislators, elected members of the board of education, executive department heads and deputies, and trustees of the office of Hawaiian affairs.

RELATING TO LEGISLATIVE ETHICS.

Establishes conflict-of-interest violation for legislators; establishes legislative ethics committee in each house; expands financial disclosure requirements for legislators; and requires disclosures of fundraising activity by legislators thirty days prior to and during all legislative sessions.

RELATING TO CAMPAIGN SPENDING RECORDS.

Reduces the period in which the county clerk's office is required to preserve campaign spending reports from 10 to 5 years.

RELATING TO ELECTIONS.

Requires all candidates for state senate and state house of representatives to file campaign financing reports electronically. Increases criminal penalties for candidates and committees that show a significant pattern of abuses and violations of the campaign spending statute.

RELATING TO INSTANT RUNOFF VOTING.

Provides for instant runoff voting for all county elections in which no primary election is held; defines "instant runoff method"; provides for method of voting, counting votes, and certifying results using the instant runoff method.

RELATING TO RESOURCE MAXIMIZATION.

Establishes an Office of Resource Maximization in the Lieutenant Governor's office to coordinate statewide grant writing and coordination to obtain federal and private foundation grants for all departments and state agencies, and to consult with the Governor on preparing the state budget; makes appropriation.

RELATING TO PUBLIC AGENCY MEETINGS.

Allows any number of county council members to testify before legislative hearings or informational briefings.

RELATING TO PUBLIC AGENCY MEETINGS AND RECORDS.

Provides that meetings of any advisory group created or authorized to be created by charter, ordinance, or by the request or order of a county executive, to provide a vision in the development of public facilities and improvements requiring the expenditure of specific sums of public funds for these facilities and improvements are subject to chapter 92, Hawaii Revised Statutes.

RELATING TO THE USE OF SOCIAL SECURITY NUMBERS.

Prohibit the collection or use of social security numbers by state or county agencies except as needed in matters relating to taxation.
