RELATING TO HIGHWAYS.

Requires director of transportation to install underground utilities in all new highway construction; makes appropriation.

MAKING AN APPROPRIATION FOR HIGHWAY IMPROVEMENTS.

Appropriates funds to bring areas along all state roadways into compliance with the Americans with Disabilities Act.

RELATING TO SCHOOL ZONES.

Requires the department of transportation to establish standards for the placement of school zone traffic signals, signage, and crosswalks, on public roads, to help ensure the safety of students, parents, and school personnel.

Authorizes and limits agency liability for rapid removal of obstructions that block or interfere with traffic or endanger public safety on state highways.

RELATING TO HIGHWAY SAFETY.

Imposes a fine for throwing burning material from a motor vehicle that is on a highway or roadway.

RELATING TO WHARFAGE FEES.

Exempts interstate and intrastate shipping cargo from wharfage fees at intermediate ports within the State.

Establishes a passenger facility charge to finance costs related to implementing new security measures at state airports. Exempts interisland passengers from charge.
