RELATING TO KAHO`OLAWE ISLAND RESERVE.

Requires that the Kaho`olawe Island Reserve Commission provide the legislature with a master plan, by July 1, 2003, for the Navy's transfer of administrative authority over the island to KIRC.

Transfers lands and improvements utilized by the department of education, in the county of Hawaii, to the State. Appropriates funds.

RELATING TO THE KALAELOA COMMUNITY DEVELOPMENT DISTRICT.

Authorizes issuance of $7 million in general obligation bonds for plans, design and construction of improvements in the Kalaeloa community development district in the fiscal biennium 2003-2005; provides lapse date of June 30, 2006 for CIP appropriations; appropriates $400,000 for HCDA staff for Kalaeloa project; prohibits use by state, county, or private entities that have outstanding lease rent or other monetary obligations to HCDA.

Appropriates funds to County of Hawaii to form a state/county task force to plan and develop a self-financing national tropical rain forest at Panaewa zoo, Big Island.

MAKING AN APPROPRIATION FOR THE HAWAII ISLAND VETERANS MEMORIAL, INC.

Authorizes the issuance of general obligation bonds to Hawaii Island Veterans Memorial, Inc. to build a combined veterans center in Hawaii county.

RELATING TO VETERANS RIGHTS AND BENEFITS.

Requires comptroller, on request of a deceased Filipino American veteran's survivor or interested party, to make payment directly to a mortuary or crematory for funeral/burial services and to transport the veteran's remains to the Philippines, upon submission of an unpaid invoice to the OVS. Appropriates $75,000 for World War II Filipino veterans.
