RELATING TO COUNTY TAXES.

Repeals the provision allowing each county to establish a one-half per cent general excise and use tax (GETU) surcharge, and allows counties with populations of 200,000 or more to establish a blank per cent general excise and use tax surcharge. Changes the transient accommodations tax allocations to the counties and Tourism Special Fund if GETU surcharge is imposed. (HB1554 HD1)

RELATING TO RESIDENTIAL LEASEHOLDS.

Amends the definition of "lot," "houselot," "residential lot," and "residential houselot" in Chapter 516, HRS, to apply only to lots zoned as residential (HB1453 HD1).

RELATING TO RECONSTRUCTED VEHICLES.

Specifies that applicability of reconstructed vehicles law is limited to counties with a population of under 500,000 that have adopted or will adopt county ordinances regulating the inspection and certification of reconstructed vehicles.

RELATING TO AUTHORIZED EMERGENCY VEHICLES.

Includes ocean safety vehicles in the definition of "authorized emergency vehicles" that are exempt from certain traffic regulations when using the authorized audible or visual signals, unless the vehicle is operated by a police officer who need not use the audible or visual signals. (HB1607 HD2)

RELATING TO PROCUREMENT CODE.

Requires that after a construction contract is awarded, a pre-job conference is required among the state or county representatives, the prime contractor, and all subcontractors involved. (HB704 HD1)

RELATING TO TRANSPORTATION.

Appropriates funds from the airport special fund and the harbor special fund to institute security measures throughout the airport and harbor systems through the end of fiscal year 2002-2003. (Proposed SD1)
