RELATING TO THE COMSTAT PROGRAM. Appropriates funds to: establish COMSTAT, a technology system for more efficient and effective law enforcement as an HPD pilot program, including the acquisition of an electronic fingerprint imaging system; and enable HPD to develop a COMSTAT network statewide. |

RELATING TO ELECTIONS. Requires all candidates for the state senate and the state house of representatives to file electronic campaign financing reports. Increases criminal penalties for candidates and committees that show a significant pattern of abuses and violations of the campaign spending statute. |

RELATING TO FAIR ACCESS FOR STATE GOVERNMENT. Requires the governor and legislature to ensure fair public access to information, services, and proceedings of the executive and legislative branches. Authorizes the governor to appoint a fair access commission. Charges the commission and the joint legislative access committee with reviewing and evaluating government access by neighbor island and rural Oahu residents, and making recommendations for its improvement. |

Establishes the Legislative Reference Bureau as the legislature's educational and community outreach agency, with responsibility for the public access room, information and education program, and legislative broadcast program (LBP); repeals the chapter on public access; transfers to LRB funds appropriated to LBP. |

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 230, State Capitol 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
