RELATING TO PUBLIC ACCESS.

Establishes a pilot project for the use of videoconferencing for legislative hearings. Requires all new state buildings to have videoconferencing capability. Makes state videoconferencing facilities available to nonprofits and community groups for a fee.

Appropriates funds to the Legislative Reference Bureau to support a public access pilot initiative to encourage students to participate in the legislative process.

Restricts the GET exemption for public internet data centers only to the revenue generated by the internet data center.

RELATING TO AN OFFICE OF TECHNOLOGY AND ECONOMIC DEVELOPMENT.

Establishes an office of technology and economic development in Washington, D.C., to be contracted through a private sector consultancy, to pursue federal funds for research and development in dual use technologies and biotechnology. Appropriates funds.

RELATING TO CONTRACTORS.

Establishes complaints database on contractors; authorizes contractors license board to award attorneys fees in proceedings for violation of chapter 444, HRS, the law regulating contractors; requires board to revoke a license for certain violations of chapter 444, HRS; requires license revocation for a contractor's failure to properly supervise employees and subcontractors and for gross negligence; doubles amount that may be recovered from a licensed contractor.

MAKING AN APPROPRIATION FOR EXPANSION OF THE OCEANIC INSTITUTE'S AQUACULTURE AND MARINE BIOTECHNOLOGY RESEARCH FACILITIES.

Appropriates funds to expand the Oceanic Institute's statewide facilities for aquaculture and marine biotechnology research.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR PHASE II OF THE INSTITUTE FOR ASTRONOMY ADVANCED TECHNOLOGY RESEARCH CENTER.

Appropriates funds and issues bonds for the acquisition of land for Phase II of the Institute for Astronomy Advanced Technology Center at Kula, Maui.
