Transfers the responsibility for the sale and distribution of House and Senate Journals from the lieutenant governor to the legislature.

Lowers the value of a gift that must be reported by a legislator or government employee, spouse or dependent child of a legislator or government employee from $200 to $100.

Appropriates funds to the Legislative Reference Bureau to support a public access pilot initiative to encourage students to participate in the legislative process.

RELATING TO PUBLIC ACCESS.

Establishes a pilot project for the use of videoconferencing for legislative hearings. Requires all new state buildings to have videoconferencing capability. Makes state videoconferencing facilities available to nonprofits and community groups for a fee.

Transfers management of the state capitol, from the basement up to the fifth floor to the joint legislative management committee.

Transfers state capitol tour service from the Office of the Governor to the Legislature; appropriates funds.

RELATING TO COURTS.

Repeals the exemption from jury service for certain individuals. Allows an elected official serving in a legislative capacity to claim an exemption only when the legislative body is in session. Allows a juror to be excused from jury duty for reason of financial hardship.

WHEN FAXING, PLEASE INDICATE TO WHOM THE TESTIMONY IS BEING SUBMITTED, THE DATE AND TIME OF THE HEARING, AND THE REQUIRED NUMBER OF COPIES THAT ARE NEEDED FOR SUBMITTAL.
