RELATING TO THE AUDITOR.

Enables the Auditor to conduct audits of departments, offices, and agencies of the State and its political subdivisions. Establishes the audit revolving fund. Enables the auditor to charge a reasonable fee for financial audits. Appropriates funds.

RELATING TO THE EXPENSES OF THE LEGISLATURE.

Authorizes the auditor to charge fees for its audits from the audited entities. Establishes a revolving fund for the audits.

Transfers the office of elections from the Lt. Governor's office to the Office of the Auditor for administrative purposes.

Requires the Auditor to conduct a management audit of the public utilities commission and submit report to legislature and governor before convening of regular session of 2004.

Protects civil service-exempt employees of the Hawaii state legislature and the various county councils of the State from being solicited for political contributions and prohibits them from making political contributions to their employer or employing authority.

RELATING TO THE EXECUTIVE DIRECTOR OF THE STATE ETHICS COMMISSION.

Repeals the discretion of the ethics commission to remove the executive director or determine the salary of executive director.

RELATING TO OFFENSES AGAINST PUBLIC ADMINISTRATION.

Creates two new offenses relating to illegal compensation of public servants – bribery in the second degree and unlawful gifts to public servants by persons subject to their jurisdiction.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 16, OF THE CONSTITUTION OF THE STATE OF HAWAII, TO PROVIDE THE LEGISLATURE WITH THE POWER TO RECALL A BILL PRESENTED TO THE GOVERNOR.

Proposes an amendment to the State Constitution that would allow the legislature to recall a bill presented to the Governor by concurrent resolution.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Changes basis for calculating retirement allowances for legislative officers appointed after June 30, 2003, from three and one-half percent per year to two percent. Applies on a prospective basis only.

PROPOSING AMENDMENTS TO THE HAWAII CONSTITUTION RELATING TO APPOINTMENTS AND REMOVALS FROM PUBLIC OFFICE.

Amends the Constitution of the State of Hawaii to require the house of representatives to consent to the appointment and removal of persons appointed to public office by the governor whenever the consent of the senate is required for that appointment or removal.
