RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows a faculty member of UH with multiple part-time faculty appointments to meet eligibility requirements for membership in the ERS; exempts faculty or lecturers employed at UH who hold multiple part-time appointments which together aggregate to at least one-half full-time equivalent positions from provisions allowing the ERS board of trustees to deny membership to part-time or temporary employees.

RELATING TO THE UNIVERSITY OF HAWAII.

Removes the statutory limitation preventing the University of Hawaii from implementing an optional retirement plan and clarifies that part-time and temporary University of Hawaii employees are not eligible for membership in the University's optional retirement plan.

RELATING TO TRANSITION TO WORK.

Transfers the school-to-work transition program, including the advisory council, staff, and equipment, from the department of education to the department of labor and industrial relations.

RELATING TO WORKFORCE DEVELOPMENT.

Establishes the workforce development strategic planning committee comprised of members representing private sector technology industries to review and analyze the State's workforce development programs and to develop a detailed strategic plan for workforce development in the State. Requires the plan to be submitted to the legislature and the governor before the 2004 legislature.

RELATING TO BUSINESS MENTORING OF YOUTH AND YOUNG ADULTS.

Appropriates money to establish a demonstration program of business mentoring for youth and young adults in career development and workplace and occupational skills.

RELATING TO THE EMPLOYMENT AND TRAINING FUND.

Allows individual employees to apply for and receive money from the employment and training fund for job or skill training. Requires the employee to contribute fifty per cent of the cost of the assistance awarded. Requires streamlined applications process for individual applicants through the development of less a complicated application form.

Persons wishing to testify should submit 30 (3-hole punched) copies of their testimony to the committee clerk, Room 202, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
