RELATING TO SMOKING IN PUBLIC SCHOOLS BY PUBLIC EMPLOYEES.

Prohibits smoking of tobacco by public employees in all public schools, school transport, and all school-sponsored functions regardless of location; allows smoking during school functions so long as the person is smoking during a school function in an enclosed room that is not located on school premises, and is not occupied by a student while the person is smoking, such as a person's hotel room during a school-sponsored excursion; excludes smoking in public schools as a negotiable item for all public employees. RELATING TO COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT.

Creates a collective bargaining unit (14) for substitute teachers of the DOE, including part-time employees working less than one-half of a full-time equivalent. Allows the members of bargaining unit (14) to strike. (HB509 HD1)

RELATING TO CHIROPRACTIC.

Limits workers compensation reimbursement for chiropractic treatment to treatment of the spinal column; expands scope of chiropractic practice; allows use of titles "doctor of chiropractic" and "chiropractic physician". (HB1510 HD1)

DECISION MAKING TO FOLLOW, IF TIME PERMITS.

Persons wishing to testify should submit 50 (3-hole punched) copies of their testimony to the committee clerk, Room 202, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
