RELATING TO HEALTH FUND. Requires the board of trustees of the employer-union health benefits trust fund to endeavor the maintain costs at current levels when renegotiating contracts for fiscal year 2003-2004 so as to give primary consideration to the financial impact on public employers. |

RELATING TO EMPLOYEES RETIREMENT SYSTEM. Prohibits the board of trustees for the employees' retirement system for certifying a contribution amount greater than that certified as the specific county's contribution to cover its future retirees' pensions for fiscal year 2002-2003. |

RELATING TO EMPLOYMENT. Requires public employers to provide paid leave for employees of at least eight hours per year for personal matters involving the education or health of their children; provided that such leave shall not be credited against vacation or sick leave benefits. |

DECISION MAKING TO FOLLOW, IF TIME PERMITS.
Persons wishing to testify should submit 35 (3-hole punched) copies of their testimony to the committee clerk, Room 202, State Capitol during regular business hours, or outside the Senate Sergeant-at-Arms Office, Room 015, State Capitol for all other times, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
