RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS.

Extends authority of the Hawaii Public Employees Health Fund to contract for health and life insurance benefits from 7/1/03 to 7/1/04. Enables orderly transition of the Hawaii Employer-Union Health Benefits Trust Fund to a single health benefits delivery system for public employees. Provides the Hawaii Employer-Union Health Benefits Trust Fund the needed time, flexibility, and authority to develop health benefits plans and the administrative systems to manage the new program.

RELATING TO THE HAWAII PUBLIC EMPLOYEES HEALTH FUND.

Restores Health Fund benefits to retirees.

Requires the State to pay to the Employer-Union Health Benefits Trust Fund, a contribution equal to an amount not less than the medicare part B premium for voluntary medical insurance coverage under medicare for retirees.

Allows exclusive representatives from collective bargaining units to design and administer health plans under guidelines to be established by the employer-union health benefits trust fund board of trustees.

RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS.

Requires the employer-union health benefits trust fund to establish flexible health benefit option plans for retirees to select benefits coverage under separate option categories. Allows employee-beneficiaries whose spouses are not public employees or retired public employees to enroll in plans.

RELATING TO THE EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Requires the public employer to pay for one hundred per cent of employees and retirees life insurance premiums. Excludes from collective bargaining negotiations the contribution amounts to the group life insurance benefits program.

Provides income tax credits for businesses that implement workforce policies that are parent friendly.

RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Authorizes and sets forth the requirements for the establishment of a voluntary employees' beneficiary association trust by public employee organizations to provide health benefits for its members, including retirees, who would be exempted from participation in the State health benefits trust fund.

RELATING TO THE RETIREMENT ALLOWANCE FOR PRINCIPALS AND VICE PRINCIPALS.

Provides for an increased retirement allowance under the "employees retirement system" for persons who serve as principals and vice principals in public schools; allows current members to receive an increased allowance without making additional contributions if the member serves for at least five years after the effective date of this Act as a principal or vice principal.
